From my point of view, it appears absolutely necessary that some steps be taken with regard to the above.
As the Dockyard is rapidly, so to speak, receding from the sea, the pier will now have to be lengthened several yards as larger vessels can no longer lie safely alongside.
Any remedy short of completing the Praya would appear to be only a temporary expedient, while completing the Praya in our sweep would enable the tidal scour to prevent future silting up, or make it easily controllable.
I am under the impression that any scheme for completing the Praya in compliance with the recommendations made by me in my letter to Mr N Austin dated 21st March 187..., to which I beg to refer you, would meet with the concurrence of the Board of Admiralty, but I am not in a position to bind their Lordships in the present stage of the correspondence.
